Office of the CAO
The Chief Administrative Officer (CAO) is appointed by Council. It is the CAO’s role to assist Council in setting the direction of the Town by providing guidance and advice based on best practices and emerging trends in municipal government. He works closely with his counterparts in other municipalities, as well as with both Federal and Provincial government officials on a variety of issues affecting the Town of Digby.
The CAO directs and co-ordinates the general management of the business affairs of the Town, in accordance with the by-laws, policies and plans approved by Council, to ensure the delivery of quality services and facilities.
The CAO is responsible to ensure that programs and services are developed and implemented to meet the ever changing needs of the community, while ensuring fiscal responsibility.
About Tom Ossinger
Tom Ossinger assumed the role of Chief Administrative Officer on June 1, 2009, bringing with him two decades of extensive municipal experience. Before stepping into this position, Tom demonstrated a strong commitment to public service through a variety of leadership roles. He served as Town Clerk/Treasurer for the Town of Digby from June 2005 to June 2009, and as Deputy Clerk/Treasurer from February 1998 to June 2005. Tom also held elected positions as Warden of the Municipality of the District of Digby from November 1994 to November 1997, and as Councillor for the same municipality from October 1988 to November 1994, and again from November 1997 to June 1998.
Beyond his municipal career, Tom and his wife, Barbara, successfully operated a family grocery business from 1982 to 2011. Together, they have built a loving family, including two children, five grandchildren, and four great-grandchildren.
