Office of the CAO
The Chief Administrative Officer (CAO) is appointed by Council. It is the CAO’s role to assist Council in setting the direction of the Town by providing guidance and advice based on best practices and emerging trends in municipal government. He works closely with his counterparts in other municipalities, as well as with both Federal and Provincial government officials on a variety of issues affecting the Town of Digby.
The CAO directs and co-ordinates the general management of the business affairs of the Town, in accordance with the by-laws, policies and plans approved by Council, to ensure the delivery of quality services and facilities.
The CAO is responsible to ensure that programs and services are developed and implemented to meet the ever changing needs of the community, while ensuring fiscal responsibility.
About Tom Ossinger
Tom Ossinger commenced his duties as Chief Administrative Officer on June 01, 2009. Prior to taking on this position, Tom had twenty years of municipal experience. He served as the Town Clerk / Treasurer for the Town of Digby June 2005 until June 2009, the Deputy Clerk Treasurer for the Town of Digby from February 1998 until June 2005, Warden of the Municipality of the District of Digby, from November 1994 to November 1997, and a Councillor for the Municipality of the District of Digby from October 1988 to November 1994, and November 1997 to June 1998.
In addition to his municipal experience, Tom and wife Barbara owned and operated a family grocery from 1982-2011. Tom and Barbara have two children and five grandchildren and three great grandchildren.
